Is Etienne based on a real vehicle and if so does it also have Port Holes for windows?

Yes. He's an SNCF BB 9004, which does have the same portholes. They incorrectly referred to him as a "diesel-electric" one time in The Great Race, his only appearance. Mister No could've tied strings or metal rods over the track to look like overhead lines.

That is a beautiful picture. So Is this just an engine? I had assumed that it was like a Tram and carried passengers but thats not the case right?.

Etienne is not a tram, he doesn't carry passengers. He's a locomotive! Precisely, he is a French electric engine who participated in the Great Railway Show. He was a contender in the Great Race, which he won. Etienne is described as being polite and gentlemanly, as he only joined the Great Railway Show to have fun and meet new friends.

His basis:

Etienne is based on SNCF's BB 9003 and 9004 electric locomotives, built by Jeumont-Schneider of Paris in 1952 and 1954, respectively. On 29th March 1955, 9004 broke the world speed record for a locomotive when it reached a speed of 331 kilometres per hour on a run from between Bordeaux and Dax, Landes. Taken out of service in 1973, 9004 has been preserved and is on display at the Cité du Train in Mulhouse.


Paintwork (colour scheme):

Etienne is painted white and dark blue with red and silver lining and red wheels, the colours of the French flag. He carries his name on a silver nameplate.

Trivia:
  • Etienne is the third engine to have a moustache, the first being Earnest and the second being Iron Duke. He is also the first non-steam engine to have a moustache.
  • Etienne is the first catenary-powered electric engine to be introduced in the television series. The second would be Gustavo and the third would be Kenji.

Since we know Gustavo, Kenji and even (the fictionalized) Iron Duke (thanks to Custom TrackMasters), here's context on "Earnest":

In the show's first season, a "Victorian style" portrait of a broad gauge engine with a moustache was created to look like the human portrait props in various sets and used on the Topham Hall (the Hatt family's mansion) set. It can be seen in the episodes "Thomas in Trouble" and "Thomas Comes to Breakfast" (Season 2; in the Ffarquhar Stationmaster's house). He had no name during production, so Robert Gauld-Galliers (who painted it) suggested "Earnest".
