So i was wondering is this the First version of the Tomy Brakevan from the Plarail Thomas Range?

Yes, going by the old style TOMY logo in the middle. The later versions (like mine) have axleboxes and (if I remember correctly) a different screw arrangement.

As per your Bluebell post, that's the LNER/BR 20 ton Brake Van that was first released by Plarail in the Stepney box in 1999.

The Motor Road and Rail release of Stepney was in 2002, by which time the copyright notice on the bottom should have changed from Britt Allcroft 1999 to Gullane 2002, but I suspect that some BA99 versions must have been included in early batches of the MRR Stepney, otherwise I wouldn't have one. Apart from a change in the size of the Tomy logo, there is no other difference.
