codes giving me a headache

ok so i recently bought 3 blind bags and got winter gordon, spooky salty, and a heroes victor. now i understand that the last number on the bag code would be the item/collector's number. that about the first alpha-numeric code?

for example.
for winter gordon. the complete code on the bag is H28A/41. meaning winter gordon is #41. what about the H28A part? also under gordon himself there's another code H27A.

i've looked at the others that i've bought and same thing. salty's bag says H08A, but under him says H07A. and victor's bag says H03A, but under him says H02A.
i think the H numbers are more likely batch numbers, or possibly factory identification? the last two numbers are the ones that indicate which is which.

That's what I thought at first, but could explain the difference between the bag and the train? Maybe I lucked out and randomly picked 3 typos?
could be the bags are made in one factory, the engines in another and then they are bagged randomly? i honestly dont know, and i never look at the H codes.

I believe the first letter is the year. G for 2014 and H for 2015. All of the original wave ones that I found were all G, now I'm seeing H. The two middle numbers I believe are a production week. Then the final letter, all I've seen is A. No idea, but maybe factory code.

My DC9 packs are all H37A. Which I would read as 2015, week 37.

Or I could be full of smoke.
