I came across this image on Facebook. Can anyone help with identifying this particular train?

Definitely a fake knockoff. (Non licensed Thomas). They are illegal, cheaply made versions of real toys

Looks like the switch is on the tender? (Tender driven?) with a sound hole under the tender as well? Does it talk, music, or sound?

It looks like that Tender switch may be for sound like you say Muddy. There is what looks to be the motors switch on the engine along side the boiler. It also looks to have a lock out slot in the switch groove which locks the on/off lever in the on position sort of lick a gear shifter on a manual transmission.
