i have a plarail steaming thomas (the one with the red cheeks and red truck) and he doesn't make any steam anymore

opened him up, mechanism is very different to the D51

yes it is that 
got it for christmas (even though i asked for the 2005 metallic) and enjoyed it

however, now steam is very feeble and the tiniest amount of steam pours out instead of the enormous gusts of steam before

Yes, you have the modern version of the real Steamer which of course has an all new type mechanical workings.
Question: Have you been using Tap water, well water, bottled water in him?

once i was at a friends house and i brought this thomas along, i wanted to steam him so i used tap water
i always use tap water for him as i can't read japanese

One thing it might be is that mineral deposits have accumulated inside his steam works but I don't know how to check or fix that if there are. Even if its tap water it may be from a well with hard water which can still leave deposits on any appliance that uses water like humidifiers, coffee makes etc. If you do manage to get him back steaming good I would recommend only using Distilled Water in the future which should be easily bought for your convenience or grocery store.
