They own the tracks. I think they get paid at some events while others are just part of a club. They've built some stuff at shopping centres around Japan.

Awesome layout there and some great ideas. One question, does anybody know where you can get the part shown in this screen dump (I'm talking about the grey piece coming out of the station which is a sorta Y shape (bottom middle).

I know there are similar blue dual track pieces, but that one looks made specially for the raised grey tracks...

Unfortunately that is part of the station set.
I got lucky finding one on Ebay. They have a lot at Jauce but will cost $$$.

It is double sided. You can flip it over to have a single Y track.

AC is correct, you can also sometimes find sellers listing just the pieces you are referring to because they like to run their stations back to back to back and have extras. Same goes for listings with just the double wide risers which are the special elevated rail ones that have the raised sides to match the raised sides of the elevated tracks. But I think regular double wides will work. I have been tempted many times to get that neat double track station as it looks so cool but never had a place in the layout to use it.
