Thanks to the Tohoku Joetsu Shinkansen Set that I got today, it came together with the set. Even the beige envelope is the original envelope that was used to send the catalogue.

you have to buy them in pieces from the looks of it.  some of them are pretty hard to find.

If you are in the States you don't see much of the vintage Tomy/Plarail trains and sets on Ebay. Mostly they are found on the Yahoo Japan Auction site.
